Maryland Department of Commerce Seeks Program Director

The Maryland Department of Commerce is seeking qualified applicants for the position of Program Director for Community Arts Development, Arts & Entertainment Districts and Individual Artist Awards Program within its Division of Tourism, Film and the Arts, Maryland State Arts Council (MSAC). The position will be responsible for directing and managing the Community Arts Development, the Arts and Entertainment Districts, and the Individual Artist Awards programs related to the Maryland State Arts Council's (MSAC) mission to encourage and invest in the advancement of the arts for the people of the State. The position will develop program mission and goals for each of the three programs; provide technical assistance to applicants; administer a grants portfolio; conduct site visits; evaluate eligibility; prepare funding, policy, and recommendations; evaluate eligibility of grant applications for needed corrections amendments; and supervise research and evaluation related to the programs. Incumbent will evaluate eligibility of applications for compliance and coordinate administrative tasks necessary to support the program.

The selected employee must be proficient in the use of Microsoft Office Suite; and possess strong written and oral communication and interpersonal skills to work with high level public and private sector officials; in addition to being able to effectively present information, explain policy, respond to inquiries, and complete concurrent and high priority tasks.

Minimum Qualifications: Possession of a Bachelor's degree from an accredited four-year college or university with four years of experience in community arts and/or cultural district program development and management. The employee must demonstrate knowledge of principles and best practices of creative placemaking; experience in developing research projects, and the ability to collaborate and work positively with all levels of organizational staff and leadership and a diverse group of colleagues, communities and cultural representatives. Experience in grant administration, evaluation and monitoring is required.

Notes: 1. Applicants may substitute graduate education in accounting, business administration, economics, finance, political science or public administration at a rate of 30 semester hours for each year of the required experience. 2. Applicants may substitute additional experience as defined above on a year-for-year basis for the required education. 3. Candidates may substitute U.S. Armed Forces military service experience as a commissioned officer in the Budget Officer classification or Financial Management specialty codes in the Budgeting field of work on a year to year basis for the required education and experience.
